Rog (2012) designed an excellent model of contextual parameters that offers evaluators opportunity to understand the detailed context in which an evaluation occurs. The parameters include: Broader Environment Context; Problem Context; Decision-making Context; Intervention Context; and the Evaluation Context. Surrounding these are the Dimensions which may have direct impact on how the context is shaped. The context of any evaluation is critical as there may be external factors that directly impact the success of a policy or program implementation which have nothing to do with the good intent (change in political leadership).
